I Googled, and found a bunch of tools like this tool that claim to detect whether a domain has been banned by Google.

The way they work is to check to see if the domain shows up in any Google searches -- you could easily do this yourself.

The problem is that Google seems to remove EXPIRED domains from it's index. So these kinds of tools probably won't work before you register it.
