How do I monitor domain name registrations?

Is there a utility to monitor domain name registration and add filters like:

"email me when a .com domain is registered and the zip code for the billing contact is 12345"

Take a look at the DomainTools.com Registrant Alert tool.

One of the features is to: "Local domain registrations can be returned by monitoring postcal codes and city names. "

I have not tried this service, and I think it is a paid service. But looks like what you are asking for.
