Who can buy Country domains?

Can you own a domain (i.e .ch, .id, .fi, etc) in a different country when you don't live or a citizen of that country?

Agree with michelle above, I think it depends. That said, I do own a .ch domain and I know I can purchase a .ie one and yet I reside in the UK.
