Are domains auction sites rigged and corrupt?

Recently, I've been reading a lot about the shill bidding at SnapNames.com. Apparently, a user, named Halvarez, bid up a bunch of auctions causing many SnapNames customers to overpay. That fraud occurred over the last few years.

Is it safe to use these domain auction sites?

Who regulates this industry?
